What if China ups their aggression short of an invasion? Say a blockade. Or as Kennedy, for legalistic reasons, put it when tackling Cuba, a quarantine? What would or could the Philippines do then? What can the Philippines do in the face of a full scale invasion? Unless China invades the Philippines mainland, there is no way that the Filipino military gets involved. And frankly there’s nothing that China would want in invading the mainland. It just wants Taiwan and those spratly islands. The Philippines government likes to act and talk tough but push comes to shove the last thing they’ll do is actually fight a strong power like China.

I would still love to see Taiwan volunteer to become a territory of Japan, but still maintain autonomy (like the relationship Guam and Puerto Rico have with the United States) and form the state of Taipan. All the benefits of Japanese defense / protection, trade, economics, etc, and none of the fear of China due to Japan's allies. While this is an unrealistic long shot, it is an interesting scenario to think about.

We cant stay neutral because otherwise China will be literally in our door step (250 km from mainland Philippines). Imagine the implications that would bring.

China gets Taiwan and they will have full access to the Taiwan straight and the Bashi Channel in the Luzon Strait. Any ships passing by these bodies of water, whether commercial or military will be under Chinese fire control. They will have effectively broken the First Island Chain.  And how is this gonna affect the Philippines? Economically, as $3.5 trillion worth of goods passes through the Luzon Strait. Any Filipino commercial fishing boats will be harassed by the Chinese Navy and Coast Guard for fishing rights between Taiwan and the Philippines.

Militarily, by giving the Chinese control of the Taiwan and Luzon Strait the Chinese have effectively blocked any Philippine ally forces (US, Japan, South Korea) from responding to the South China Sea take over. The Luzon Strait is a critical choke point connecting the SCS to the Pacific. The Philippines will be essentially isolated. Give Taiwan to the Chinese and that will be the end of our SCS claim. The First Island Chain MUST stay intact.

"Quiet" just means unannounced, not in secret. Normally, announcing joint defense agreements has its own deterrent effect; the "bark" is as useful as the "bite". But since PH does not recognize ROC then it cannot make such official announcements, compared to say with Japan with its planned donation of ships.
